RefWorks to All?

As I attend and present RefWorks workshops, I start to wonder, at what level should RefWorks be introduced? Does the use of RefWorks, or other bibliographic citation software, preclude the need to learn proper citation formatting? At what point is the learning curve higher than the ease gained?
